Taking stock of TCAs in the field of Education and Training between 2019 and 2023
The latest publication from the SALTO E&T TCA Resource Centre, titled Taking stock of TCAs in the field of education and training between 2019 and 2023, examines the role and development of Training and Cooperation Activities, one of the key support mechanisms for National Agencies implementing the Erasmus+ programme. The study is based on statistical data and experiences from the past five years.

The research underpinning this publication was conducted with the participation of National Agency Directors and TCA Officers, using data from European Commission databases and the SALTO Platform. A research expert commissioned by the Resource Centre carried out the comparative analysis.
Findings indicate that TCAs play a crucial role in supporting European education policy objectives, contributing to the qualitative development of the Erasmus+ programme and strengthening the links between national and European education policies. The analysis also highlights the increasing commitment of National Agencies to TCAs, with the support of the SALTO TCA Resource Centre playing a significant role in this progress.
However, the research identified several administrative challenges, particularly in the organisation of events, financial reporting, and database management. Effective operation of TCAs not only serves the strategic objectives of the Erasmus+ programme but also facilitates the professional development of National Agency staff.

- National Agency Staff (TCA Officers and Programme Managers):
- The publication provides them with an overview of TCA developments over time, helping them recognise further potential and their essential role in shaping the programme. Without their work, feedback, and commitment, the achievements presented in this report would not have been possible.
- European Commission (EC):
- The findings reinforce the value of continued dialogue and cooperation, demonstrating that the Commission’s investment in programme development is yielding tangible results through TCAs. The publication also includes a dedicated chapter containing policy recommendations addressed to the Commission.
- National Agency Directors:
- The publication emphasises that TCAs are a dynamically evolving strategic tool. Despite daily operational pressures, National Agencies should take full advantage of TCAs as they not only enhance programme quality but also offer numerous additional benefits for their institutions.
- Policy makers and education stakeholders:
- The report serves as a reference for decision-makers involved in the Erasmus+ programme and broader education policies, providing insights into how TCAs contribute to European education objectives and programme development.
- E&T TCA Working Group:
- The publication includes a professional position paper prepared by the E&T TCA Working Group, offering recommendations for the planning of TCAs in the next Erasmus+ programme period starting in 2027.
