Strengthening Citizens’ Understanding of the EU Through Active Participation
As civic challenges evolve and democratic landscapes shift, promoting European values and fostering active participation is more important than ever. In alignment with the European Year of Digital Citizenship Education 2025 (Council of Europe), which highlights the significance of EU values, active citizenship, and digital engagement, the Latvian National Agency of Erasmus+ (LV01) is hosting a three-day transnational conference under the Erasmus+ Programme.
The event aims to strengthen citizen engagement, promote democratic principles and European identity by encouraging active participation, digital engagement, and the mobilization of alumni networks. By merging citizenship education with digital tools and alumni-driven initiatives, the conference will contribute to building a more inclusive, democratic, and digitally empowered citizens, aligning with the core objectives of the European Year of Digital Citizenship Education 2025.
At the heart of a thriving democracy lies the interconnection between EU values, citizenship education, active participation, and lifelong engagement. These elements empower individuals to take part in democratic processes, uphold fundamental rights, and foster a more inclusive society. In today’s digital age, participation extends beyond physical spaces - digital tools and platforms have revolutionized how people engage, learn, and influence society. Additionally, alumni networks play a crucial role in sustaining civic engagement beyond formal education and project participation. By connecting past Erasmus+ participants, youth leaders, and active citizens, these networks support long-term involvement in democratic life, knowledge-sharing, and policy-making processes.
Whether you’re an educator, youth worker, policymaker, or an active citizen, this seminar will equip you with essential knowledge, practical tools, and a network of like-minded professionals working toward the same goal - enhancing meaningful participation in the digital age.

To develop and deepen the awareness and comprehension of the “Participation in democratic life” priority within the Erasmus+ 2021-2027, covering EU Policy framework, emphasizing EU values, democratic life, citizenship, support mechanisms, guidelines, international and national contexts.
This dynamic event will dive deep into key aspects of digital participation, including:
- Understanding and strengthening EU values;
- Encouraging active participation in democratic life;
- Exploring digital participation aspects;
- Learning about Erasmus+ programme;
- Tools for participation;
- Challenges and solutions;
- Practical applications;
- Develop new contacts and partnerships;
- Exchange ideas and discuss future cooperation.
Through expert-led discussions, interactive workshops, and networking opportunities, participants will leave with actionable insights and innovative ideas to foster EU values and digital participation in their respective fields.

Additional information:
The seminar will take place in Riga.
National agency will cover accommodation for 2 nights from October 28 - 30, 2025. Any additional nights need to be covered by the participants.
Preliminary programme:
Wednesday, October 28: start around 15:00 with agenda, networking and dinner.
Thursday, October 29: full day programme, including workshops, social event and dinner.
Friday, October 30: half day programme with lunch around 13:00.
Applications will be submitted through SALTO form.
IMPORTANT! The seminar programme requires the presence of all participants from date to date (arrival time attended for lunch).

Partners and participants
TCA is for all sectors – SCH, VET, HED and ADU and Key Action: KA1 and KA2.
· representatives from all education and training sectors: school education, vocational education and training, adult education, and higher education - current beneficiaries as well as newcomers in the Erasmus+ and potential applicants
· having very good knowledge of English (at least B.2).
This seminar is open to educators, leaders, policymakers, researchers, civil society representatives, and anyone interested in promoting active participation, EU values, digital participation and citizenship.
