Greening VET: Building Skills for Europe’s Green Transition

The European Union has committed to reducing greenhouse gas emissions by 55% by 2030 (compared to 1990 levels) and to becoming the first climate‑neutral continent by 2050. This transformation is not only environmental, but also economic and social. The EU aims to achieve growth that is decoupled from resource use, while ensuring a just and inclusive transition that leaves no person and no region behind.
These ambitious environmental goals cannot be met without a highly skilled workforce. However, as highlighted in the Union of Skills Strategy, Europe is not producing a sufficient number of people with the necessary competences from both higher education and vocational education and training (VET). At the same time, opportunities for adults to upskill and reskill throughout their careers remain insufficient.
In this context, as Europe advances toward climate neutrality and the circular economy, the shortage of green skills is becoming increasingly evident, slowing progress across key sectors. In this evolving landscape, VET could be the sector best positioned to help reverse this trend: thanks to its inherent flexibility, the VET system is well placed to adapt programmes and learning pathways to support innovation and to prepare learners for the digital and green transitions. This potential spans all levels of VET, from initial training to continuous upskilling and reskilling of workers.
In this regard, the Erasmus+ Programme represents a major lever to strengthen and modernise VET systems and to accelerate the development of green skills across Europe.
The proposal for Erasmus+ Regulation 2028-2035 highlights the key contribution of the Erasmus+ Programme to the implementation of a green skills system supporting sustainable competitiveness in Europe, fully in line with the Green Deal Industrial Plan, the Clean Industrial Deal, the Affordable Energy Action Plan and the European Ocean Pact.
The TCA “Greening VET” addresses VET experts, educators, project coordinators, and other VET professionals with the aim to:
- stimulate transnational reflection and exchange of experience on the role that Erasmus+ Programme played so far in defining strategic green skills to support the sustainable competitiveness of the European labour market. This will also be based on the results of a survey carried out by the Erasmus+ Agency INAPP on the contribution of KA2 Erasmus+ projects to the development of green skills.
- nurture discussion on the new policy perspectives in EU in terms of sustainable economy and how the next Erasmus+ cycle can consistently address these new policy trends.
- Enhanced understanding of the contribution of Erasmus+ to green skills development
- Shared knowledge on emerging EU policy priorities for sustainable competitiveness
- Generation of future-oriented ideas on green skills development
- Capitalisation of valuable experiences to inspire future initiatives
The seminar will begin at 15:00 on 2 December and conclude at 13:00 on 4 December.
Accommodation and meals will be covered by NA IT01 and include: two nights in a hotel in Rome city centre (from 2 to 4 December 2026); two breakfasts (on 3 and 4 December); two lunches (on 3 and 4 December); and two dinners (on 2 and 3 December). Participants will also be invited to attend a cultural event on the evening of 3 December.
Any additional overnight stays outside the official programme dates must be covered directly by participants.

Participants should be professionals working in the VET sector, with a genuine interest in and commitment to the Erasmus+ priority on the environment and the fight against climate change. Only experienced Erasmus+ beneficiaries should be selected.
