TCA Description

Themes and goals:

The Human Resource Development Centre (HRDC), in its role as the Bulgarian National Agency for the Erasmus+ and European Solidarity Corps programmes, proposes the organization of an international TCA (Transnational Cooperation Activity) conference on “Educational Technologies and Innovation.” The event will take place on November 4, 2025, in Sofia, Bulgaria, at the Grand Hotel Millennium.

This high-level conference aims to highlight Bulgaria’s strategic leadership in shaping a sustainable and digitally empowered European future in education. The event is designed to foster European cooperation in educational technologies, aligned with the strategic priorities of the Erasmus+ programme such as digital transformation, lifelong learning, inclusion, and the green transition.

The main goals of the conference include:

  • Aligning innovation in educational technologies with the objectives of the Erasmus+ programme;

  • Showcasing how digital technologies can foster inclusive, accessible, and environmentally sustainable learning environments;

  • Exploring how EdTech solutions can support climate education, green operational models, and digital skills for sustainability.

Thematic focus areas will include:

  • Shaping the future of education;

  • Impact and long-term value of Erasmus+ funded projects;

  • Leadership in educational technologies through interactive working groups on topics such as:

  • Inclusion
  • Environment and green practices
  • Screen time and digital wellbeing
  • Digital independence and sovereignty
Expected results:

The conference is expected to:

  • Promote strategic dialogue among policymakers, educators, practitioners, and innovators at the European level;

  • Generate actionable recommendations on integrating educational technologies into national and European education systems;

  • Share best practices and outcomes from successful Erasmus+ projects in the field of digital education and innovation;

  • Support networking and partnerships between National Agencies and stakeholders involved in digital transformation;

  • Contribute to the long-term goals of the Digital Education Action Plan, European Education Area, and Digital Decade policy objectives.

The event will gather up to 180 participants, including:

  • Up to 45 international guests (2 representatives per participating country: one from a National Agency and one EdTech expert);

  • Representatives of EU institutions, ministries of education, NGOs, and research organizations;

  • Leading voices from flagship EU initiatives and innovation projects.

In the second half of the event the participants will be split into small groups on the following topics:

Scaling for EdTech Leadership

In interactive small groups moderated by EEA members and EmpowerED National Contact Points, participants will discuss case studies, ideate on solutions and identify next steps focussing on the following topics:

  • Inclusion: Exploring how EdTech can ensure equal access to quality education for all learners, regardless of background, ability, or location.
  • “Erasmus+” Green priority: Sustainable Digital Practices - discuss the idea of “digital minimalism” - the use of tech efficiently and intentionally.
  • Screen Time: Discussing balanced, research-informed approaches to screen use in education that support student wellbeing and meaningful learning.
  • Evidence: Identifying how data and research can guide the effective use and scaling of EdTech tools in classrooms and policy.
  • Scaling Innovation: Examining how professional development can empower teachers to adopt, adapt, and scale educational innovations across diverse learning environments.
  • Digital Sovereignty: Defining how education systems can retain control over digital infrastructure, data governance, and technology choice focussing on aligning EdTech adoption with European values, safeguarding learner data, supporting open standards, and reducing dependency on non-EU platforms.
