Overall Objective

EUPA seeks to engage an experienced facilitator to design and deliver an interactive TCA that will support HEIs in developing practical, institution-specific strategies to increase mobility participation and strengthen Erasmus+ fund absorption.

The overall objective of the assignment is to support Maltese Higher Education Institutions in identifying and addressing institutional, operational, academic and participant-level barriers that limit participation in Erasmus+ mobility and reduce the uptake of available funding.

The activity shall assist institutions in developing sustainable and measurable approaches to:

• Increase outgoing student and staff mobility participation;
• Expand access to Erasmus+ opportunities amongst underrepresented groups;
• Improve institutional mobility planning;
• Strengthen internal engagement and ownership of Erasmus+;
• Improve administrative efficiency and mobility management processes;
• Enhance the utilisation of Erasmus+ funding; and

Develop practical institutional action plans for future implementation.

Profile of Facilitator:

· Proven experience in designing, managing, and facilitating complex projects, strategic planning in HE sector

-Experience as a facilitator in Internationalisation of Higher Education Institutions, Student and staff mobility management;

-Facilitation of workshops and institutional learning activities;

-Stakeholder engagement and capacity building

· Experience of producing reports into clear, strategic recommendations and actions.

· Strong background in participatory methodologies.

· Experience in:

• Increasing participation in mobility programmes;
• Institutional mobility strategy development;
• Academic recognition and curriculum integration;
• Blended Intensive Programmes (BIPs);
• Short-term and blended mobility;
• Traineeship mobility;
• Inclusion and widening participation;
• Change management in educational institutions;
• Process improvement and administrative efficiency;
• Monitoring and maximising programme funding uptake.

-Experience working with institutions of differing sizes and levels of Erasmus+ maturity will be considered an asset

· Experience and knowledge of group dynamics, inclusive dialogue, and ensuring the participation of diverse voices.

· Previous work with European institutions, National Agencies or SALTO Resource Centres is a strong asset.

· Fluent English

· Strong skills in strategic design of organisational processes and planning and/or group facilitation and participatory methodologies.

· Skilled at navigating power dynamics, ensuring all voices are heard and respected.

· Comfortable managing technical aspects of online meetings

· Experienced with strategic communication: crafting templates, summaries, and clear written outputs.

· Ability to work collaboratively and adjust based on real-time feedback or emerging needs.

· Organised and detail-oriented, with strong time and project management skills.

Tasks and approximate timeline

The facilitator is required to:

· Participate in the methodological preparation of the content together with MT NA

· Facilitate the Face-to-Face event that will be held in Malta on 9^th February 2027

· Participate in at least 6 online preparatory meetings with the speakers, NA staff and partners and facilitate a discussion to clarify roles, responsibilities, and expectations for the event.

· Design a clear methodology, including proposed formats and facilitation technique for this event.

· Develop the content, the agenda in collaboration with the TCA Officer and Programme  Officer responsible for HE sector

· Draft templates for invitations, follow-up emails, and other participant communications.

· Recommend preparatory tasks for participants (such as reflection questions or pre-reading materials).

· Prepare the survey for the participants.

· Deliver the Final Report and outcomes report within one month after the event, showing the description and main information of the activity, the outcomes and the evaluation results

· Deliver the outcomes report prepared to be published on Salto

· Ensure that feedback received from participants is acknowledged and transparently presented in the follow up meeting

· Facilitators are expected to arrive on day before the event to allow for preparation and coordination with the team.
